Proceedings of a regular meeting of the Pittsford Town Board held on Tuesday, February 05, 2008 at 7:00 P.M. local time in Pittsford Town Hall.

PRESENT:
Supervisor William A. Carpenter and Councilpersons Sandra F. Zutes, John J. Higgins, Jr., and Karen W. Green.

ABSENT:
John E. Bernacki Jr.

ALSO PRESENT:
Staff Members: Paul J. Schenkel, Commissioner of Public Works; Julie House, Personnel Director; Jessie Hollenbeck, Recreation Supervisor; Flo Dorsey, Recreation Supervisor; Richard T. Williams II, Town Attorney; Patricia E. Chuhta, Town Clerk.

ATTENDANCE:
Five members of the public were in attendance.

Supervisor Carpenter called the meeting to order at 7:00 P.M. and invited everyone to stand for the Pledge of Allegiance.

PUBLIC COMMENTS
There were no public comments.

SUPERVISOR'S COMMENTS
Supervisor Carpenter indicated that several nominations for Citizen of the Year have been received. He said that he will be sending copies to the Town Board for their review.
Supervisor Carpenter announced that the Town of Pittsford has been nominated for the best web site in the government sector by The Rochester Business Journal.

LEADERSHIP MEETING UPDATE
Deputy Supervisor Zutes gave a report regarding the last Leadership Committee meeting. She indicated that the following items were discussed: the Collaborative Agreement; school rates with BOCES; Supervisor Carpenter's announcement regarding the Town's credit rating upgrade to Aa2 by Moody's; and the planned RIT Big Shot activity being planned in May and will be held in the Village of Pittsford.

MINUTES OF JANUARY 15 2008 APPROVED
The following Resolution was offered by Councilman Higgins, and seconded by Councilwoman Zutes,
RESOLVED, that the minutes of January 15, 2008 Town Board meeting are approved as amended.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

RESOLUTION OF COMMENDATION: BOY SCOUT TROOP 336 EAGLE SCOUT
The following Resolution was offered by Supervisor Carpenter, and seconded by Councilwoman Green,
RESOLVED, that special greetings are extended to Robert Little upon his receipt of his Eagle Scout Award before family, friends and fellow scouts, which will take place on February 11 2008.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

DISCUSSION: 2008 ORGANIZATIONAL PRIORITIES
Supervisor Carpenter discussed the following 2008 Organizational Priorities with the Town Board:

  • Facility Maintenance Plan
  • Local History Library
  • GIS evaluation
  • Knickerbocker Road Capital Improvement Project
  • KVS, financial software, upgrade
  • Comprehensive Plan/Codification updates
  • PGA Banners
  • Record Retention updates

  • Website upgrades
  • 2008 Strategic Priorities

REVIEW: 2008 EVENTS SCHEDULE
The Town Board discussed the 2008 events schedule with Recreation Supervisors Hollenbeck and Dorsey.

EASEMENT ENCROACHMENT AND HOLD HARMLESS AGREEMENT FOR CLOVER STREET AND TOBEY VILLAGE ROAD AUTHORIZED
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilman Higgins,
RESOVLED, that the Town Board of the town of Pittsford approves the proposed " Easement Encroachment and Hold Harmless Agreement" involving the placement of an identification sign for "Tobey Village Office Park" within the 20' wide Storm and Sanitary Sewer Easement located along Clover Street near the intersection with Tobey Village road and authorizes the Town Supervisor to execute the Agreement.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

2008 RABIES CLINIC AUTHORIZED
The following Resolution was offered by Supervisor Carpenter, and seconded by Councilwoman Green,
RESOLVED, that the Town of Pittsford will sponsor a free rabies clinic for dogs and cats on May 1, 2008 at the Town Highway Garage.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

VOUCHER APPROVAL AMENDMENT AUTHORIZED FOR 2008 VOUCHERS
The following Resolution was offered by Councilwoman Green, and seconded by Councilwoman Zutes,
RESOVLED, that the Animal Control Officer Jeff Neufeglise is authorized to sign Town of Pittsford vouchers during 2008.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

2008 FEE SCHEDULE AMENDMENT AUTHORIZED
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilman Higgins,
RESOLVED, that the Town Board amends the 2008 Fee Schedule to reflect the costs for the lodges at Kings Bend Park to be $125.00 for residents and $250.00 for non-residents for the North Lodge and $100.00 for residents and $200.00 for non-residents for the South Lodge.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

PITTSFORD LITTLE LEAGE VENDING PERMITS AUTHORIZED
The following Resolution was offered by Councilman Higgins, and seconded by Councilwoman Green,
RESOLVED, that the Pittsford Town Board authorizes the Town Supervisor to issue a vending permit to the Pittsford Little League to sell candy, soda, water, sports drinks, hotdogs, hamburgers and sausage at the Habecker Field on East Street from April 1 2008 through October 31 2008.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

BID OPENING DATE SET: PICK UP FOR BAGGED, BUNDLED AND CONTAINERIZED YARD DEBRIS
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilman Higgins,
RESOLVED, that the Town Board sets a bid opening date of March 6 2008 at 11:00 A.M. in the Department of Public Works for the Pick Up of Bagged, Bundled and Containerized Yard Debris.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

HIGHWAY SKILL BAND PROMOTIONS AUTHORIZED
The following Resolution was offered by Councilman Higgins, and seconded by Councilwoman Zutes,
RESOLVED, that the following skill band promotions be made in the Highway Department at the recommendation of the Foreman and that the 2008 salaries be rounded to the nearest dollar:

Motor Equipment Operator-II

  • David Carpenter from Skill Band 1 to Skill Band 2, $22.56 to $23.26 /hour
  • James Hutchinson from Skill Band 1 to Skill Band 2, $22.56 to $23.26/hour
  • Jeffery Doll from Skill Band 1 to Skill Band 2, $22.56 to $23.26/hour

Motor Equipment Operator -III

  • Sharon McCabe from Skill Band 1 to Skill Band 2, $19.37 to $19.94/hour
  • William Redfield from Skill Band 2 to Skill Band 3, $20.58 to $21.20/hour
  • John Kier from Skill Band 1 to Skill Band 2 (Presently makes $20.38/hour) No Change in Rate

BID AWARD: 2008 PRINT MATERIAL
The following Resolution was offered by Supervisor Carpenter and seconded by Councilman Higgins,
RESOLVED, that the Town Board awards the printing of the Recreation Brochure Option A to Penny Lane Printing being the lowest qualified bidder.
It is FURTHER RESOLVED that the Town Board rejects the lowest bid submitted by Penny Lane Printing and instead awards the printing of the Pittsford Messenger option A to Phoenix Graphics, Inc. being the lowest qualified bidder.
It is FURTHER RESOLVED that the Town Board awards printing of the Pittsford Event Card to Phoenix Graphics, Inc.
It is FURTHER RESOLVED that the Town Board awards printing of the Yard Debris Card to Printing Plus.
It is FURTHER RESOLVED that the Town Board awards printing of the Pittsford Leaf Collection Card to City Blue Imaging Systems.

2008 MEMORIAL DAY BANDS AUTHORIZED
The following Resolution was offered by Councilwoman Green, and seconded by Councilwoman Zutes,
RESOLVED, that the Town Board authorizes the Town Supervisor to sign vendor contracts, designed and approved by the Town Attorney, as needed with the entertainment providers for the quoted amounts for the 2008 Memorial Day Parade on May 26th, which is within the 2008 Budget established for the Memorial Day Parade.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

Note: The list of entertainment providers for the 2008 Memorial Day Parade is as follows: Pittsford Fire Department Band; Pittsford Sutherland & Mendon Bands; Empire Statesmen Drum and Bugle Corps; The March Masters; Civil War Reenactment Confederate Group; Prime Time Brass; and Crusaders Drum and Bugle Corps.

2008 SUMMER CONCERT SERIES BANDS AUTHORIZED
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilman Higgins,
RESOLVED, that the Town Board authorizes the Town Supervisor to sign contracts, designed and approved by the Town Attorney, as needed with the entertainment providers for the quoted amounts totaling $5,000.00 which are within the 2008 Budget established for the 2008 Summer Concert Series.

Note: The list of entertainment providers for the 2008 Summer Concert Series is as follows: June 13, 78 RPM Big Band; June 20, The RPO Marimba Band; June 27, Hard Logic; July 11, Blue Sky; July 18, Joey T and the Formula and the Duck Drop; July 25, Brockport Community Big Band; August 1, Janet Beamen; and August 8, Pittsford Fire Department Band.

2008 SPECIAL EVENT BANDS AUTHORIZED
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilman Higgins,
RESOLVED, that the Town Board accepts the list of musical performers for the Positively Pittsford festival on Saturday, June 14, and the Pittsford Celebrates event on Saturday, September 13, and authorizes the Town Supervisor to sign contracts, designed by the Town Attorney, as needed with the bands, not to exceed $10,000.00 which is within the 2008 Budget established for the Positively Pittsford and Pittsford Celebrates events.

Note: The bands approved for the 2008 Positively Pittsford event is as follows: Pittsford Mendon High School Jazz Ensemble, The Tides, The Debbie Kendrick Blues Band, and Atlas. The bands approved for the Pittsford Celebrates event is as follows: Carol & The Impalas, Red Line Zydeco, JB & Company, and Nik and Nice Guys.

SENIOR CENTER, TOWN COURT AND SEWER DEPARTMENT COPIER MAINTENANCE AGREEMENT EXTENSION AUTHORIZED
The following Resolution was offered by Councilman Higgins, and seconded by Councilwoman Green,
RESOLVED, that the Town Board authorizes the Supervisor to sign a one-year contract extension agreement for the Senior Center and Town Court copiers with Pittsford Eagle Systems Inc., each with a yearly payment in the amount of $192.00, and for the Sewer Department with a yearly payment in the amount of $422.40.

LEASE SUBORDINATION AGREEMENT FOR 3750 MONROE AVENUE AUTHORIZED
The following Resolution was offered by Councilwoman Zutes, and seconded by Councilwoman Green,
RESOLVED, that the Town Board hereby approves the proposed "Tenant Estoppel Certificate" and "Subordination Agreement" involving the Town Court and Senior Center leases and authorizes the Supervisor to execute such documents on behalf of the Town.

PARK MAINTENANCE CONTRACT EXTENSION AUTHORIZED
The following Resolution was offered by Supervisor Carpenter, and seconded by Councilwoman Zutes,
RESOLVED, that the Town Board extends the Park District Maintenance Agreement with The Property Maintenance Company LLC for one additional year at an annual total of $54,324.12 with the three added park districts increasing the original bid cost annually by $11,146.12.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

ENVIRONMENTAL BOARD APPOINTMENTS AUTHORIZED
The following Resolution was offered by Supervisor Carpenter, and seconded by Councilman Higgins,
RESOLVED, that the Pittsford Town Board appoints Matthew VanderVen, Kristin Chapman and Clayton Cloen to the Environmental Board for the town of Pittsford, whose term of appointment will begin on February 6 2008 and end on December 31 2008. Hereafter, these candidates' re-appointments will be considered annually at the Organizational Meeting in January each year.

PARKS AND RECREATION ADVISORY BOARD APPOINTMENTS AUTHORIZED
The following Resolution was offered by Supervisor Carpenter, and seconded by Councilwoman Green,
RESOLVED, that the Pittsford Town Board appoints Lisa Stein, Greg Riley and Natasha Palit to the Parks Advisory Board for the Town of Pittsford, whose term of appointment will begin on February 6 2008 and end on December 31 2008. Hereafter, these candidate's re-appointments will be considered annually at the Organizational Meeting in January each year.
ROLL CALL VOTE: Ayes: Zutes, Higgins, Green and Carpenter. Nays: none. Resolution declared carried.

SEMINAR ATTENDANCE AUTHORIZED
The following Resolution was offered by Councilman Higgins, and seconded by Councilwoman Green,
RESOLVED, that the following individuals are approved to attend the following seminar and/or conference:

  • Sewer Department employee Peter Calabrese to the Monroe County Fire Bureau Confined Space Course, in Rochester, NY on February 2 to February 6 2008 at no cost to the Town.
  • Sewer Department employee Peter Calabrese to the Gorman Rupp Factory Pump Factory Pump Station training in Mansfield, OH on February 7 to February 8 2008 at no cost to the Town.
  • Sewer Foreman Dean Frohm to the Gorman Rupp Factory Pump Factory Pump Station training in Mansfield, OH on February 7 to February 8 2008 at no cost to the Town.
  • Finance Director Greg Duane to the NYS GFOA Annual Conference in Albany, NY on April 2 to April 4 2008 at a cost of $170.
