Minutes of the Planning Board Meeting held in the Town Hall basement meeting room,
11 South Main Street, Pittsford, on February 28, 2005, and filed in the Town Clerk's
office

Rich Williams II, Planning Board Attorney, Martin Brewster, Director of Planning, Zoning & Development, Doug DeRue, Planning Assistant, Linda Dzakowic, Planning Secretary and John Higgins, Town Board Liaison

Bill Brizee called the meeting to order at 7:30 p.m.

PUBLIC HEARING CONTINUED / DECISIONS PENDING
Clover Ponds Concept Subdivision (92-Lots) Tax Parcel 191.01-0001-018 & 019
The Applicant was not represented at the meeting, as Mr. Brizee read the Imburgia letter dated 2-24-05 into the record requesting the hearing remain open to permit further discussion.

Mr. Brizee explained he recently attended a meeting with Mr. Ryan, his engineer, and Town staff to discuss the Behan and MRB letters.

Mary Scheuerman of 149 West Brook presented a map rendering she took to DEC with concerns regarding a wetland that is not clearly indicated on the applicant's map.

Mr. Grakowsky of 519 Reeves Road continued to express his concerns regarding this project and the hearing remains open.

Aldridge Concept Subdivision: (32 lots on 48 acres)
Tax Parcel 163.03-1-65

Mr. Brizee indicated he recently met with Peter Vars the engineer for the Aldridge.

The Planning Board has requested the applicant supply some photo simulations of alternate plans that offer buffering of the wetland areas.

This information will help assess visual impacts of the alternate plan.

Mary Scheuerman of 149 West Brook presented her color rendering of the Alternate 3 plan. Ms. Scheuerman's rendering showed a great deal of the woods would be removed.

The Board awaits review of the photo simulations and the hearing remains open.

Spring House Commons - Bldg 4
Tax Parcel 150.08-01-071 & 073

The applicant requests a site plan modification for an additional 1000 +/- (second floor area) within the existing building 4 of the Spring House Commons. Parking needs for the entire Buckingham properties were discussed. It was stated that the seating in the Spring House Restaurant has been reduced from 220 seats to 175 seats and therefore parking for the additional 1000 square feet should be more than adequate.

Tom Gillette of Pickwick Drive explained his neighborhood has been involved with this project for at least 3 years and expressed concern regarding lack what he views as a lack of parking. He urged the Board to review its parking ratio guidelines and contact Brighton for their ratios.

Mary Scheuerman of 149 West Brook asked what the formula was to determine adequate parking and whether snow removal/storage was part of the equation.

Mr. Silver of 2534 Clover expressed concern regarding additional parking for the proposed 1000 +/- square foot addition and noted the 6-foot fence at the end of the property appears to be only 2 feet high from his property.

There was no further public comment. Mr. Brizee closed the public hearing and explained the Board had prepared a resolution granting site modification for 3001 Monroe Avenue Spring House Commons. Mr. Brizee confirmed the Board was familiar with the resolution and made a motion to accept the resolution as written Dave Jefferson seconded the motion and the Board voted to grant approval with three members absent. A copy the resolution is attached.

Mr. Brewster indicated the Board used the ITE Parking Generation Manual as a reference for parking ratios.

February 14th Planning Board meeting minutes were approved by voice vote.

The hearing was adjourned at 8:15 p.m.
