Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, February 27, 2006, and filed in the Town Clerk's office.

Mr. Brizee called the meeting to order at 7:30 p.m.

NEW (Re-advertised) PUBLIC HEARING

Wegmans Restaurant Expansion & Parking Reconfiguration
Tax Parcel 150.12-01-1.10
Mr. Eric Bartles from Wegmans noted the Board was given copies of the DRC response and revised plans. Mr. Brizee and the Board reviewed these submissions and Bill remarked that the flat lens proposed for the lighting poles would be an improvement over the existing sag lens.

Mr. Mitchell of 12 Leeward Lane indicated he has been in contact with both Wegmans and Doug DeRue regarding the light spillage onto his property. Eric explained the new lighting as well the additional evergreen and deciduous trees proposed would reduce his lighting issues.

Mr. Bartles mentioned two rows of 27foot poles at the front of the store would provide 750-watts with the balance of the lot at 400 watts and the main entrance drive aisles at 750 watts. Eric explained this proposal would provide sufficient lighting for safety.

Mr. Brewster inquired how long this reconfiguration would take and Eric explained it is anticipated to take the entire construction season weekly from about 7am to 6 pm. Marty indicated if weekend construction were planned a temporary activity permit would be required.

Mr. Brizee noted there was to be no queuing of traffic on Monroe Avenue during construction and Mr. Bartles suggested this would not be an issue. Mr. Brizee also requested the Fire Marshal review this latest plan.

Mark Costich of Costich Engineering explained there are safety issues regarding the grading and slope for the retaining wall proposed along the canal side. A railing is shown on top of the wall to discourage people from walking or climbing on the wall. Mr. Bartles explained Wegmans does not want to call attention to the wall and could possibly use a post and cable or flat black pipe railing which would appear to fade into the background and noted the wall would not be lighted. Jeff House, point person, indicated an attractive and effective landscape.

Mr. Bartles reported Wegmans went before the ARB this afternoon and Dave Rowe indicated the entrance monument could be considered a sign and might require a variance. Eric mentioned there would be no lighting on this and Mark Johns of Bergmann Associates indicated it could be made into a brick wall planter10 feet from the pavement with additional landscape buffering proposed.

Mr. Bartles explained the proposed shed along the wall would also match with the brick of the building and create a sort of enclosed gazebo on a slightly smaller scale than shown in the plans.

Mr. Bartles reported the proposed patio would seat 25 with no additional lighting or sound proposed.

Dave Wigg asked how the proposed wall would be drained. Mr. Bartles explained that 10 inch to 15 inch drains are proposed with one located near the top of the wall and another at the bottom with both draining to the existing storm sewer.

There was no further comment and the hearing remains open.
