Minutes of the Planning Board Meeting held in the Town Hall basement meeting
room, 11 South Main Street, Pittsford, on February 25, 2002, and filed in the Town Clerk's Office
PRESENT

Bill Brizee called the meeting to order at 7:35 p.m.

Bill Brizee indicated a final review letter was sent to McMahon LaRue Associates and Marty Brewster commented the final application fee was required. Mr. McMahon indicated he would provide payment of the fee.
Mr. Brizee stated the Board had reviewed the resolution and made a motion to accept the resolution as written. Nancy Sprenkle seconded the motion and the Board voted to accept with none opposed and three absent. A copy is attached.
Nazareth College Athletic Facility

The applicant was not present. No action was taken.

Mr. Goutos agent for Voicestream was present and he indicated the applicant is eager to begin construction.
Bill Brizee stated the Board had reviewed the SEQRA and made a motion to accept the resolution granting a negative declaration as written. David Wigg seconded the motion and the Board voted to accept with none opposed and three absent.
Bill Brizee indicated the Special Permit/Preliminary Site Plan Resolution was reviewed by the Board and David Wigg seconded this resolution. The Board voted to accept the resolution as written with none opposed and three absent.

Marty Brewster stated a letter was received this afternoon from Larry Knickerbocker regarding the status of the developments drainage issues. Copies were provided for the Board's review. There was no further public comment and Bill Brizee closed the hearing.
The agent waived reading the SEQRA Resolution after Bill Brizee indicated the Board members had reviewed it. Bill made a motion to accept the SEQRA resolution granting a negative declaration as written and Nancy Sprenkle seconded. The Board voted to grant approval with none opposed and three absent.
Mr. Brizee stated the Resolution approving the Concept Plan was also reviewed by the Board and made a motion to accept the resolution as written with Cary Smith providing a second. The Board voted to grant approval with none opposed and three absent. Copies of the resolutions are attached
Crown Tower/Northcoast - South Wilmarth Rd.
Special Permit - Preliminary Site Plan

Mr. Greiner agent for this application informed the Board that in consultation with Voicestream Crown is prepared to reduce the proposed height of the existing monopole. He indicated the Board would receive a memo from Voicestream regarding a 3' tip to tip separation needed between the Verizon antenna and the facility would now be 157'in height.
This height will accommodate Voicestream as well as Northcoast and indicated new site plans would be submitted. He requested the Board make a recommendation to the ZBA
regarding the need for a 7' variance. Mr. Greiner requested this Board take preliminary action prior to the Zoning Board of Appeals meeting. There was no public comment and the hearing remains open
Scoping AT&T. . .
Bill Brizee indicated a meeting would take place on February 27th to discuss the final concept.
Monroe Avenue Design Guidelines (Draft Dec. 5th)
Mr. Brewster indicated a modified draft of the guidelines was distributed to property owners and the Town is awaiting a reply. Marty explained this process is nearing its final phase of approval.
Sandra F. Zutes, Town Board member mentioned a preliminary review has taken place.
Other Matters
Peter Goutos stated, as a follow up to the Wilmarth Road site, the 3' separation is a direct result of discussion with Bill Johnson and is the smallest separation between carriers his company has done. Mr. Goutos then questioned the final approval process regarding Voicestream's co-location with AT&T at the NiMo site.
Marty Brewster indicated the latest drawings and final site plan would be reviewed and final comments given to the Board and the Applicant. The Applicant would prepare a final application and provide payment for any fees before a final resolution would be complete.
Bill Brizee stated Mr. Goutos should contact Rich Palumbo, point person, with any additional questions.
Mr. Brewster inquired whether painting the co-axial cable on the Nazareth smokestack would present a problem and Mr. Goutos indicated it would not be a problem to paint it the brick color.
The hearing was adjourned at 7:55 p.m.
