Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, on February 24, 2003, and filed in the Town Clerk's Office

PRESENT
Bill Brizee, Cary Smith, David Wigg, David Jefferson, Richard Palumbo, Richard Williams II, Planning Board Attorney

Bill Brizee called the meeting to order at 7:35 p.m.

Bill Brizee mentioned the applicant recently met with the ARB and concerns remain regarding design, entrance location and elevations. No action took place and the hearing is closed.

Country Pointe
Final Subdivision
West Bloomfield
Tax Parcel 192.01-01-24.2

Bill Brizee indicated discussion took place regarding a letter dated 2/21/03 concerning public access onto the west-side of the project.

Marty Brewster suggested in the final review letter that the Planning Board consider acquiring an easement - rural conservation or access easement - over lands proposed for dedication to Town in Phase 2. Bryan Powers noted that during concept the dedication was deferred to Phase 2.

Following this discussion, Bill Brizee indicated the Board was familiar with the resolution as he read the conditions of approval, made a motion to accept which Cary Smith seconded. The Board voted to grant the conditioned final subdivision approval. A copy of the resolution is attached.

AUTUMN WOODS - Section 3
Preliminary Subdivision
Mendon Center Road
Tax Parcel 177.04-01-9.1, 13.1 & 8.31

Applicant was not present. Bill Brizee indicated the DRC response has been distributed and suggested the Board members review this. Bill also suggested Board members should visit the Ellsworth property indicating future access is a considerable issue at this time.

Rich Palumbo indicated grading would be an issue for the road stub.

Marty Brewster noted the Ellsworth Property has existing buffer to the north. The hearing remains open.

Parcel 12 Tobey PUD
Preliminary Site Plan
Clover Street
Tax Parcel 163.02-01-023 and a portion of 163.02-01-024.1

Chuck Ryan provided a 'staked out' site walk took place last Thursday with members of the Board and DPW staff present.

David Jefferson indicated the proposed building appears to be too close to the existing house and along with the Board requested input regarding cost feasibility for the 2 building scenario.

Mr. Ryan will provide the Board with this requested information and the hearing remains open.

Talarico Subdivision
Concept Subdivision
3489 East Avenue
Tax Parcel 138.13-2-20

There was no action at this time however Rich Williams mentioned he has had conversations with a number of individuals regarding land restrictions and sewer issues. Mr. Williams indicated a significant legal issue exists whether the lot may be subdivided and variances issued.

Mr. Summerhays, as agent, will contact the Talarico's counsel to address these issues.

Mr. Glen Fjermedal of 10 Old Landmark commented regarding the private right of enforcement of covenants

Marty Brewster indicated Pure Waters should be included in discussions regarding sewer tie in.

DISCUSSION 

Bill Brizee mentioned the proposal to improve French Road to year round status would impact several neighbors.

Marty informed Board regarding a proposed reconfiguration of the Kensington Subdivision.

Regarding Spring House: Discussions have taken place with the applicant, members of Advisory Boards, DPW staff and Planning members. Included in the discussions of buildings 1-4 the "Street of Shops", were concerns regarding architectural details as viewed from the Gallea property, lighting, landscaping and signage.

Marty Brewster indicated building facing Monroe Avenue should have an entrance facing the road and David Wigg inquired whether dormers were considered for the Buildings facing Monroe Avenue.

Bill Brizee indicated comments should be addressed to Nancy Sprenkle or DPW regarding the eastern façade.

TOWN BOARD INSIGHT
John Higgins Town Board liaison updated the Board regarding the proposal to reconstruct the library within the Village. Mr. Higgins noted the proposal includes additional parking and explained he would keep the Board updated regarding this venue.

APPROVED
January 27th and February 10th Planning Board meeting minutes were approved by voice vote.

The hearing was adjourned at 8:45 p.m.
