Minutes of the Planning Board Meeting held in the Town Hall basement meeting room,  11 South Main Street, Pittsford, on February 12, 2001, and filed in the Town Clerk's Office

Chairman, Bill Brizee, called the regularly scheduled meeting of the Planning Board to order at 7:35 p.m.

Preliminary Subdivision

Peter Vars, of Boncke, Mueller, Eldred Associates, agent for Spall Homes, stated there was nothing to add at this time. Bill Brizee confirmed that the issues were water, park district development and engineering analysis. Marty Brewster added the Hamlet design guidelines to the list.

Bill Brizee stated that the Public Hearing remains open.

Concept Subdivision

Brian Powers, Sear-Brown, agent for Masi Enterprises, presented the new concept, stating that there had been an error on the Site Capacity Worksheet. He introduced George and Lou Masi of Masi Enterprises. Mr. Powers detailed the plan, explaining the zoning, reduced density (from 74 lots to 60 lots), grading, setbacks, and enlargement of many lots. Bill Brizee said that the new plan was sent to the Town Engineer.

  • Louis Peck, 4383 East Avenue, is concerned that the 10 foot side setback is too close. He feels that it should be at least 20 feet. Bill Brizee stated that there have been quite a few letters from concerned residents entered into the public record regarding this and other issues.
  • John Mason, 305 West Bloomfield Road, is in the process of closing on the adjacent property to the south, and is planning on building a home on it. He is concerned about the proposed linking road and the power line screening for privacy. Bill Brizee explained the linking road on the plan was just proposed and does not mean that it will come to fruition. He also stated that this application is in the review process.

Bill Brizee stated that the Public Hearing remains open.

Revised Concept

Peter Vars, BME, had no comment from the applicant or himself. They have submitted a revised concept plan with reconfigured lots.

Preliminary Site Plan

Peter Vars, BME, presented the plan for the building, which is located in the Town of Penfield, and the proposed parking lot, located in Pittsford. He detailed zoning, amount of spaces, layout, parking criteria, storm sewer system, vegetation buffer zone and lighting. The D.E.I.S. will be addressed and a written response to the DRC will be provided. David Wigg asked if the cuts match the fills desired regarding the elevation of the parking lot. Bill Brizee questioned the existing drainage, traffic analysis and grading.

Doug Fox, Town of Penfield, Director of Planning and Zoning, discussed environmental impacts and the SEQRA review process regarding this site plan. The Penfield Planning Board has hired a consultant, Sear Brown to help with the review process. Mr. Fox would like to conform to the set schedule, but wants to be sure the process is correct.

Jeff Smith, 160 French Road, has concerns with drainage issues regarding stormwater runoff. Peter Vars referred to the D.E.I.S. stormwater analysis.

John Holtz, asked if there would be an improvement in the current rate of stormwater runoff in the area. Peter Vars stated that it would be as good or better when completed.

There is a site walk scheduled for this Saturday, February 17, 2001, 9:00 a.m. with the Penfield and Pittsford staff.

Nazareth College

Temporary Classrooms, Scene Shop Additions, Cafeteria Additions
Special Permit Modification & Preliminary Site Plan
Frank Hagelberg, of Harter, Secrest & Emery, agent for Nazareth College, presented the plan, outlining the details of the additions to the facility. He detailed each one of the DRC comments. The Zoning Board of Appeals meeting is held the third Monday in March, 2001, regarding the 30' height variance request.

  • Louis Peck, 4383 East Avenue, feels that the "temporary" facility will become a "permanent" one. He explained that the "bump out" idea for the scene shop addition is not a good view from the road. There are also parking issues to deal with.
  • Linda Peck, 4383 East Avenue, opposed, stating Fire Marshal issues.

 Bill Brizee stated that the Public Hearing remains open.

Incentive Zoning

Ed Parrone, of D.J. Parrone & Associates, gave an overview of the project, covering issues such as current zoning, square footage, parking, stormwater management and traffic impact analysis.

A discussion ensued including the time required to respond to the Town Board, regarding Part 2 of the Environmental Assessment form, traffic report, drainage analysis, and incentive zoning.

  • Jeff Smith, 160 French Road, emphasized the requirement for a buffer zone. He also brought up the traffic situation on French Road, citing many accidents and blind driveways. He also is concerned with flooding issues and drainage.
  • Linda Peck, 4383 East Avenue, wondered if French Road could be widened for emergency vehicle access. She is also concerned with aesthetics.
  • Louis Peck, 4383 East Avenue, has issues with parking, but likes the architecture of the building.

 Bill Brizee stated that the Planning Board's roll, at this point, is to aid the Town Board with an advisory opinion on the Incentive Zoning Application.

The hearing was adjourned at 9:15 p.m.
