Minutes of the Planning Board Meeting held in the Town Hall basement meeting room, 11 South Main Street, Pittsford, on
February 11, 2002, and filed in the Town Clerk's Office.

Bill Brizee called the meeting to order at 7:40 p.m.

John Caruso of Passero Associates agent for Pellegrino's was present as the Board granted a negative declaration pursuant to SEQRA and a conditioned Preliminary Site Plan/Special Permit. The votes were unanimous and copies of the resolutions are attached.

Ted Spall, president of Spall Homes, presented sketches indicating modifications to the original plan. Discussion took place regarding these modifications. The consensus was to use the first sketch that would permit the use of Section 278 under Town Law and avoid the need to apply to the ZBA for a number of variances. Modifications include additional buffering and adjustment of home locations allowing setback adjustment, a 100' front setback from Willard Road, preservation of the existing farmhouse at the present location and 32' as the proposed ridge height of the new homes. These modifications would reduce the visual impact to the Greenprint area.

Tom Palumbo, of Sear Brown, agent for Cloverwood, stated he recently met with concerned neighbors, their representatives, Dan Mossien and Marty Brewster concerning buffering. He presented a rendering indicating modifications to the original plan, which include additional buffering and grading.
Mr. Premo, representing Dr. Stern, indicated concerns related to the number of units and requested assurance the landscaping would be planted in accordance with the Kendig book "Landscape Design" plans D, F and G as well as assurance damaged plant material would be replaced for several years.
Mrs. Haggerty of 20 Stoney Clover indicated agreement with this revised plan and mentioned she continues to have concerns regarding lighting and building placement.
There was no further public discussion and Bill Brizee closed the hearing.
Dan Mossien read the conditioned Preliminary Site Plan resolution a made a motion to accept it as read. Nancy Sprenkle seconded the motion and the Board voted to grant approval with none opposed.
The applicant will arrange to meet with the ARB.

Peter Goutos provided additional photo simulations for review. Discussion took place regarding the proposed monopine's anticipated height of 85' centerline at 80', the top of the panel at 83' and additional foliage to 85'. Mr. Goutos indicated the additional foliage would create a more natural shape. He stated Mr. Knickerbocker would prefer not to have additional trees planted around the base of this proposed monopine.
David Wigg requested photos of other trees Voicestream has built.

This application for co-location was tabled with the hearing open at Mr. Goutos' request. Crown has applied to the ZBA for a height variance permitting an additional 20' to the proposed 150 tower.

Tom Greiner agent for Crown stated he would submit an application to the ZBA after reviewing Voicestream materials and propagations.
Mr. Greiner commented he is awaiting a response from Professor Johnson, rf engineer for the Town, regarding this application.
Marty Brewster indicated a transmittal received this afternoon regarding the Northcoast DRC response from Bill Johnson was not distributed yet.
Bill Brizee explained comments couldn't be made to the ZBA until after the report is reviewed. Mr. Greiner indicated the ZBA hearing is March 18th and the hearing remains open.
Scoping AT&T. . . .
Jeff Scherzer of SBA indicated a copy of the draft scope was provided at the 1/14/02 meeting to allow time for review.
Marty indicated after reviewing the draft some requirements were not included i.e. the table of contents, a summary and mention of the alternative sites discussed to date.
Bill Johnson, the Town's rf engineer has yet to comment regarding the DEIS and other locations.
Jeff indicated he is awaiting clarification of possible alternatives.
Adam Walters of Phillips, Lytle explained SEQRA requires the applicant to present evaluations of reasonable alternatives that achieve the goals of the project. He indicated some alternatives were presented that the Board and doing a visual analysis at this time of year would present the proposal as it would look in the absence of leaves. He also noted specific sites are proposed in the scoping document.
Other Matters
Nextel Rt. 31 & 490 tree
Jeff Scherzer expressed concern over design and additional branch density.
Dan Mossien stated the tree was approved by the ARB in November and a building permit issued.
Additional discussion took place regarding co-locators, visual impacts, actual structure size and extensions.
APPROVED
December 10, 2001 and January 14, 2002 Planning Board meeting minutes were approved by voice vote.
The hearing was adjourned at 9:00 p.m.
