REVIEW/APPROVAL OF THE MINUTES
February 21, 2008 minutes

CLARIFICATION OF LANDMARK DESIGNATION RESOLUTION
65 Mitchell Road, Tax #164.11-2-11.11

After a discussion the board decided that they would like to have Dave Rowe, Building Inspector, contact Mr. Altier to see if he could inspect the barns on the rear of the lot. The large barn was built in 1900 and the board would like to know more about the condition of this barn before completing the designation application for the above-mentioned property. The clarification of property to be included in the designation of 65 Mitchell Road is yet to be determined.

This application will be held over until the April 17, 2008 meeting.

PUBLIC HEARING FOR CERTIFICATE OF APPROPRIATENESS
707 Mendon Road, Mary Lou Stotz, Tax #192.01-1-20, for the standby generator that has already been installed this designated property.
The applicant was not present but the application for a Certificate of Appropriateness was submitted for the standby generator that has already been installed. The board members reviewed this application and they determined that there was not enough information regarding the plant sizes, height of the generator nor the height of the stonewall once it is completed because the land slopes down away from the house. The board wants to make sure that the plants and the stonewall will hide this generator from the road. Dave Rowe will contact the applicant to get the information that the board members have requested.

This Public Hearing remains open because the board is requiring more information regarding this application.

The discussion regarding this application is as follows:

They discussed the outbuildings on this property, including the garage. Building Inspector, Dave Rowe submitted a report dated March 11, 2008 that was reviewed by the Commission regarding the condition of the outbuildings on the above-mentioned property. The consensus of the board members was that the outbuildings are not in savable condition and that replacement of the buildings would not be particularly appropriate. The Commission believes that rebuilding a structure to look historic does not make it historic. The members would rather leave it up to the new owners to construct a new garage or any other outbuilding that may be required. Naturally, a Certificate of Appropriateness will be required for any such new structures. The only potential exception to the above is the small "well house" shed, which the members would prefer to see saved, if possible.

At the same time, the Commission wants to see additional vegetative buffering around the historic house to screen it from the new subdivision. The developer has mentioned that the garage could be saved but it is not big enough for two cars and the back corner of the foundation of the garage structure shows signs of caving in and it appears that there may have been a fire in the garage at one time, because the rafters are charred. The shed on the back of this garage is all rotted out and needs to be taken down. Over all, the garage is not in good condition per the written report from the Building Inspector dated March 11, 2008

The board will have to issue a Certificate of Appropriateness to demolish these outbuildings and a Public Hearing will be required for this process. A demolition permit has already been applied for on June 14, 2007 and has been advertised for the required 60 days.

These comments will be submitted to the Planning Board to be added to their application for the developer of the 784 Stone Road, Ford Subdivision.

J. Mitchell reported that the buildings at Oak Hill Commons look similar in architecture to the buildings across the street that are next to the Spring House at 3001 Monroe Avenue. The general public concerns were regarding the increase of traffic along Monroe Avenue and parking for the new businesses and offices.

OLD BUSINESS

  1. 443 Mendon Road, property maintenance, this property is up for sale and Dave Rowe has been asked by this commission to contact the realtor and inform them that this property is a designated property and should be maintained.
  2. 80 Mitchell Road, property maintenance & potential designation, the board is concerned with this garage structure on this property. This building is not secure, the commission has asked Dave Rowe to find out who is responsible for securing this building on this property. Dave Rowe will submit this information at the April 17, 2008 meeting.
  3. Spring House, 3001 Monroe Avenue historic marker sign, Audrey Johnson will order this sign and Dave Rowe will see that the sign is installed in front of the Spring House.
  4. Updating Bero Survey, no action was taken on this project it will be held over until the next meeting.
  5. Historic Plaques for 2006 & 2007. Audrey Johnson has placed an order for these five plaques to be made at Pittsford Printing, 3750 Monroe Avenue. A discussion for a presentation date will be scheduled at the next meeting.

The next meeting will be held on April 17, 2008.
